Pentagon’s FORTRESS Initiative: The Reported 90-Day Plan for U.S. Bases (And Why Your Family Should Prep Too)
Updated: 2 days ago
The Pentagon is preparing major U.S. military bases to run without the civilian grid, and Fox News reports a goal of at least 90 days with no outside support. That includes electricity, water, fuel, and communications — even if a major conflict takes down power grids, disrupts supply chains, or threatens critical infrastructure on American soil.
The effort is called FORTRESS America (Federal Operations for Resilience, Troop Resources, Energy, Supply, and Survivability). Announced by Secretary of War Pete Hegseth in late September 2026, it is described as a national insurance policy for the homeland.
The 90-Day Standard
Internal documents reviewed by Fox News Digital show that every major installation in the continental United States is expected to sustain essential operations independently for at least 90 days. This goes well beyond backup generators. FORTRESS envisions portable nuclear reactors, large-scale battery storage, and microgrids that can fully disconnect from the civilian electrical grid. The 90-day figure comes from those internal planning documents, reported on Oct. 25, 2026. As of Oct. 26, Snopes reported that the Pentagon had not publicly confirmed that specific number.
“Power is combat now. Without electricity, you lose communications, water, logistics, assembly lines and just basic military command structures,” Pentagon spokesperson Sean Parnell said.
Why This Matters for Civilians
If the U.S. military is treating 90 days of full independence as a baseline requirement, it is a clear signal about real-world risk. The same pillars the Pentagon is prioritizing — energy independence, strategic reserves, supply-chain redundancy, and hardened communications — apply directly to household and community preparedness.

What's Confirmed So Far (Updated Oct. 31, 2026)
Secretary Hegseth announced FORTRESS in a Sept. 30, 2026 speech at Quantico, saying every major military installation "is going to generate its own power, independent of the civilian grid." On Oct. 7, DefenseScoop reported a follow-up memo that starts a FORTRESS America Program Office built around five pillars: space and spectrum resilience, installation hardening and cyber resilience, energy independence, supply-chain resilience, and a strategic defense reserve.
Still unconfirmed: a published 90-day requirement for every base. Snopes rated the 90-day claim "mostly true" because it rests on documents reviewed by Fox News Digital and had not been officially confirmed by the Pentagon.
New on Oct. 30: Assistant Secretary of Defense for Energy, Installations, and Environment Dale Marks put numbers on the record. He described the energy goal as powering bases for "30, 60, or even 90 days without a single watt of outside power," and said the Pentagon is "mandating a 90-day sovereign stockpile" of critical parts, fuels, propellants and ammunition on site (Breaking Defense). He also said the focus is on priorities and costs rather than a completion date for every base, and that what it looks like will vary from base to base. So 90 days is now an on-the-record goal and a stockpile target, not proof that bases can already do it.

Where to Start at Home
You don't need a microgrid to borrow the idea. Work through the same pillars at household scale:
Water: FEMA recommends at least 1 gallon per person per day. Work out your number with How Much Water to Store for a Family Emergency.
Food: build calories you will actually eat with Long-Term Emergency Food Storage That Works.
